Julianna Frazier
My Name is Julianna Frazier, I am the founder and CEO of the wellness clinic The Sanctuary MD Wellness Center in Monroe, LA, where I was born and raised. My life’s journey was faced with trials and tribulations. I personally battled with addiction and mental health issues for many years before I found freedom from addictive behaviors. Let’s just say that my life choices took me further than I wanted to go and kept me longer than I wanted to stay. I found freedom from the chains of addiction 17 years ago.
Early in my recovery, I went back to school to be an addiction counselor. For the first time in my life, I completed something and earned a bachelor’s in psychology with an emphasis on addiction. I thought I would be a substance abuse counselor.
My sobriety continued as I worked in this field, my experiences catapulted me into a position with a local physician who had a private practice on the central coast of California.
Over the past 13 years, I have served and worked in the treatment field, building all levels of care and wellness programs.
In January of 2022, I received a phone call in California from my brother that my sister suddenly passed. Shocking and heartbroken, I flew to Monroe to be with my family. We discovered that Becky had accidentally overdosed on a pill that was laced with fentanyl. It’s one thing to bury clients that you have known struggling with addiction, but to bury your blood is a horrible pain. It was decided at that point that something for this community needed to be resurrected to restore real recovery.
I have lived the life of active addiction, been a parent of a child that struggled with substances, and lost a sibling to this insidious disease. I also have witnessed great transformations not only in my life but in thousands of others. As a clinician, an executive in this industry, and an advocate of change for families going through this, I have a real passion for providing others with the tools necessary to achieve their highest good.
I have taken the best of what I have seen in medicines and therapies and have created an inclusive Wellness Center that encompasses innovative and compassionate care. In our wellness clinic, we believe the opposite of addiction is connection. In order to connect with others, it is vital that one feels safe. Experts in the field of drug and alcohol counseling and recovery for whole body medicine have come to build an amazing team that is transforming lives. Holistically and medically, our wellness clinic, which focuses on whole body medicine and drug and alcohol counseling, will treat you to be the grandest version of who you are. This is exciting for me and exciting for us here in Louisiana!

Dr. Starr is an authority in the field of Addiction Medicine and Wellness. Since founding his California-based wellness clinic in 2012 after the overdose death of his brother, he has been committed to helping patients achieve lasting sobriety and improve the quality of their lives.
Dr. Starr utilizes medications, supplements, traditional and non-traditional therapies that help people in the wellness clinic overcome chemical dependency and live the lives they know are possible.
His current areas of interest include advancing drug and alcohol detox methods, facilitating long-term recovery, IV nutritional programs for optimal health, and Men’s health programs.
Dr. Starr’s passion for NAD therapy has enabled the wellness clinic to become the most experienced provider of NAD treatments on the West Coast. He has introduced nutritional IV Infusions into the practice so all patients can affordably and comfortably work towards their wellness goals.
Dr. Starr is board certified in both Addiction Medicine and Emergency Medicine. He takes a personal and compassionate interest in each of his patients and is easily available for patients and their families at all times.
Dr. Starr is currently on staff at French Hospital in San Luis Obispo, Arroyo Grande Hospital, and Cottage Santa Ynez Valley Hospital in Solvang. He works with Dignity Health and the County of San Luis Obispo to improve the care of patients who could benefit from Addiction Medicine specialty care.
Dr. Robert "Bob" Calhoun, M.D
As a native to Monroe, I have always had a passion for healing and helping the members of this community. I completed my Family Medicine residency at E. A. Conway hospital, and with one tour in Afghanistan in 2016, I completed a four-year service commitment with the US Air Force. I continue to serve in the Air National Guard as a Flight Physician.
I bring a perfect combination of hometown familiarity and worldwide experience in a variety of disciplines to provide world-class care to the people of Monroe. I’m excited to come home to the community I love, and I am eager to work with you to achieve your optimum state of health.
Dr. Ed Coleman, D.O.
Dr. Ed Coleman is a family medicine specialist physician. He received his medical degree from Kansas City University of Medicine and Biosciences College of Osteopathic Medicine. Dr. Coleman also served in the United States Air Force. He has over 40 years experience in family practice, ER medicine, and has also worked in battlefield trauma.
